Hi, I'm a new player and I just recently jumped into a Moa. Right now with the setup I'll list I can do all but Trade Secrets Part III easily. For some of the mods below I'll list why I use them, others should be pretty self explanatory.
Please try and avoid using T2 mods in your suggested changes. I can't use them yet, and probably will not be able to for a considerable amount of time; since I'm starting up the learning skills once again. 
High Power Slots
2x 150mm Railgun I with Antimatter S
I am using these because with Level 2 missions I tend to encounter a lot of Frigates, and my three drones can't really stop them fast enough for me. These smaller railguns generally solve that problem.
2x 200mm Railgun I with Thorium M
I am betting there are some people thinking Thorium is a weird type of ammo to use. Well when I did try Trade Secrets III I could not hit the Republic Fleet Stabbers because my Medium guns couldn't reach them. These charges give me around 35km range with the most damage, which is far enough for the Stabbers.
2x Medium Nosferatu I
I absolutely LOVE these modules; as long as I'm draining something (and thatĘs very common) I can keep my hardeners on indefinitely.
Middle Power Slots
1x Medium Shield Booster I
1x Heat Dissipation Field I
1x Ballistic Deflection Field I
1x Large Shield Extender I
This final slot was in high competition between an Shield Boost Amplifier I, the Large Extender, and a Kinetic Deflection Amplifier I. But I think the Extender was the right choice, since the extra 13% resist I got out of the Deflection Amplifier was less then the percentage the extender raised my shield health and recharge rate. I did like the Amplifier, and if I had another slot I would certainly fit it.
Low Power Slots
2x Magnetic Field Stabilizer I
1x Power Diagnostic System I
1x Tracking Enhancer I
Now this, to me, is the hard choices lie. I wish there were some items other then a Damage Control which could boost my shields resistance. I do not want to sacrifice cap for shield or vice versa, and I'm still testing whether it would be more beneficial to me to use a second Power Diagnostic System over the Tracking Enhancer.
I am certaintly looking for constructive critism from knowledgeable sources. So what do you think? Are there places where I could improve? I'm sure its not the most optimal setup as I'm still a n00b, but it seems to work very well for me.
I should mention that I really like the Moa and intend to use it for quite some time, although I consider the Ferox to be a bigger, stronger Moa; at this stage of my life I simply cannot afford one; and even if I could, don't want to start over, just yet, with my resistance and a (6) Rank skill.
Are there modules for low power slots that increase Shield Resistance other then the Damage Control I, which isn't worth it apparently.
That fourth mid slot is still in debate, but I think the Extender was the right choice? Agree or Disagree, and if so why or why not?
PLEASE: No suggestions saying to add Missiles to my setup, I am NOT going to train missiles.
